UNEP Report calls emergency movement in global climate action
The new Emission Alet 2025 Report of the United Nations Environmental Programme (UNEP) reveals that the world still faces a climate risk of “unique” although its commitments under the Paris Agreement of the countries. As of September 30, 2025, only 60 countries offered new emission reduction plans for 2035. These plans can limit the temperature rise by 2.3–2.5 degrees according to the pre-industrial period, if the global greenhouse gas emissions cover 63 percent. So the target is still far from 1.5 degrees. UNEP now emphasizes that it is time to invest in the future of countries and advance with ambitious climate actions.
The app deficit is growing]
UNEP’s 2025 Emission Alet Report reveals that it is a growing difference between real actions with the words given by the countries. In order to limit global temperature rise to 2 degrees, it is necessary to reduce 40 percent for the target of 25, 1.5 percent according to the 2019 level up to 2030. However, it is only up to five years to achieve this goal. [
Even if all national contribution declarations (NDC) are fully implemented, global emissions are predicted only 15 percent of the 2019 level in 2035. This rate is below 55 percent of the required level for 1.5 degree goal.
]
According to experts, this situation strengthens the risk of exceeding 1.5 degree threshold in the next decade. Fast and comprehensive emission reductions can delay this increase, but it does not seem possible to completely prevent existing commitments.
]
UNEP emphasizes that especially poor and fragile countries are influenced by climate crisis, and is called “now, move quickly” to all governments.
" need unprecedented emissions downtimes][
In the evaluation of the UNEP Executive Director Inger Andersen report stated that the countries have three opportunities to fulfill the commitments they have under the Paris Agreement but they stay back in the target every time. Andersen recorded some progress in national climate plans, "However this progress is not enough. Therefore, we still need unprecedented emission interruptions in an increasingly narrow time window and in the geopolitical environment. Proven solutions available. We know that renewable energy needs to be done, from rapid growth to reduction of methane emissions. Now that countries invest in the future, the full time of progress with ambitious climate actions. These actions have used faster economic growth, better human health, more employment and energy security.
